POST api/GiftCard

Creates new gift card from data in the message. Gift cards were discontinued in 2022; the route is retained so older clients do not fail on a missing endpoint, but always returns a deprecation error. e-Gift Cards are now Prepaid Accounts and are managed through that flow.
